The Committee considered an application for the change of use from Use Class C3 (Dwelling House) to Use Class C2 (Children's Home) at 7 Durham Close Mansfield Woodhouse Mansfield Nottinghamshire NG19 8LB.
Since publication of the report 3 additional letters of objection had been received, which are summarised as follows:
- Object to the applicant and the committee reports interpretation of the points raised in respect of anti-social behaviour. The police comments do highlight the percentage increases in drug activity and anti social behaviour in these areas. That evidence whether collated from the Police comments or via the police website is enough to warrant concerns from residents when faced with potential avenues for it to increase. Objections raised on this point are not to deny the chance of troubled children having a new path in life but to raise yet again concerns that our local authority already fails us with respect to anti-social behaviour. And in respect of crime the police have their hands tied if the local authority fail to effectively do their bit on the anti-social behaviour side. If our local council had the ability to manage and help its residents with anti-social behaviour you may not have found so many objections.
- Additionally why would they require up to 5 people in the care home when 5 days a week the children will be in school. What other activities are planned at the site that will come in through the back door? Are they going to be using the premises as a base for counselling other children?
- Highways and parking – there has been inadequate consideration of the issues on Durham Close at school time, It is hoped that the evidence sent in from residents gives some indication of the problem. There will be a lot of manoeuvring of vehicles at staff changeover when the applicant states there will be a further 2 members of staff in addition to the 3 already there – potentially meaning 5 vehicles so inevitably will result in on-street parking, thus adding to the chaos at school pick up time. There may be other visitors to the site including friends, family, social workers, youth workers, tutors, extra staff all need to park. There is also no provision for a disabled car parking bay. Emergency vehicles at school time would not be able to operate due to the parking issues at school time. The “swept paths” only show one car on the drive at a time and have not taken into consideration other vehicles, traffic or pedestrians. It wasn’t all that long ago that the resident at no. 9 was involved in a mild RTA whilst trying to reverse off of her drive at school time.
- Councillors Craig Whitby and Joyce Boznjak who are very knowledgeable with the area have already raised concerns on the appalling parking/traffic conditions in the area, labelling it dangerous & stating that “any development bringing more vehicles to the area would increase the congestion and add the risk of serious injury”.
- The police have advised them to locate this use somewhere else
- Concerns for there being rowdy people hanging around the streets and the jitty from Durham close to our street which is 10 seconds away. Again there is a lot of elderly people round this area as well and I wouldn’t want them to not feel safe.
- Houses are going up for sale now on Durham Close and its ruining the area.

Councillor Answer proposed and Councillor Shields seconded that the application be refused planning permission for reasons outlined in the report.
The motion being put to the vote it was announced that the motion be carried by 11 votes for with 0 votes against and 0 abstentions.
