21/06DECLARATIONS OF INTERESTDECLARATIONS OF INTEREST

Councillor Shields declared a non-pecuniary interest in application 2020/0127/COU as he was Ward Councillor for the area and was speaking against the application on behalf of his constituents. Councillor Shields left the meeting during discussion of this item.

Councillor Wetton informed members that he was County Councillor for the areas that application 2020/0127/COU and 2020/0728/COU referred to and that he also lived on Sherwood Street.

21/08PLANNING APPLICATION REFERENCE: 2020/0127/COU RETROSPECTIVE CHANGE OF USE OF MEDICAL CENTRE (USE CLASS E) TO RESOURCE CENTRE FOR PEOPLE WITH SOCIAL CARE NEEDS (USE CLASS C2) – OLD MEDICAL CENTRE, EGMANTON ROAD.PLANNING APPLICATION REFERENCE: 2020/0127/COU RETROSPECTIVE CHANGE OF USE OF MEDICAL CENTRE (USE CLASS E) TO RESOURCE CENTRE FOR PEOPLE WITH SOCIAL CARE NEEDS (USE CLASS C2) – OLD MEDICAL CENTRE, EGMANTON ROAD.

The Committee considered an application for a retrospective change of use of Medical Centre (Use Class E) to Resource Centre for people with social care needs (Use Class C2) at Old Medical Centre, Egmanton Road, Meden Vale.

Since publication of the report correspondence had been received from No 20 Egmanton Road with concerns that a number of people were worried about the application and concerned that there had been no proper consultation.

In accordance with the Committee's Public Speaking procedure, the undermentioned spoke as indicated:

It was proposed by Councillor Drewett and seconded by Councillor Hanstock that Condition 4 be amended as follows:
The external recreational facilities shall not be used outside of the hours of 08:00 - 18:00 daily and there shall be no lighting erected to facilitate their use during hours of darkness.

The motion being put to the vote it was announced that the motion be carried unanimously.

Councillor Drewett proposed and Councillor Hanstock seconded that the application be granted planning permission with conditions as detailed in the report and with the proposed amendment to Condition 4.

The motion being put to the vote it was announced that the motion be carried by 8 votes for with 1 vote against and 0 abstentions.

Old Medical Centre, Egmanton Road, Meden Vale

The Committee considered an application for the change of use from Hairdresser (Use Class E) to Hot Food Takeaway (Sui Generis) and external alterations at 30a - 30b Sherwood Street, Warsop.

Since publication of the report a petition of 7 names objecting to the application had been submitted.

In accordance with the Committee's Public Speaking procedure the undermentioned spoke as indicated:

Councillor Drewett proposed and Councillor Clay seconded that the application be granted planning permission with conditions as detailed in the report.

The motion being put to the vote it was announced that the motion be carried by 6 votes for with 2 votes against and 0 abstentions.

RESOLVED - That the application for the change of use from Hairdresser (Use Class E) to Hot Food Takeaway (Sui Generis) and external alterations at 30a - 30b Sherwood Street, Warsop be granted planning permission with conditions as detailed in the report.
