The Committee considered an application for the change of use of residential dwelling (Use Class C3) to a small care home for 1 no. child with 3 no. staff (Use Class C2) at 10 Faraday Road, Mansfield.

In accordance with the Committee's public speaking procedure the undermentioned spoke as indicated:

Since publication of the report further comments had been received from Mr. and Mrs. Cabourn, the vendors in response to issues raised by residents.

Councillor Drewett proposed and Councillor Swinscoe seconded that the application be granted planning permission with conditions as detailed in the report.

The motion being put to the vote it was announced that the motion had failed with 4 votes for, 6 votes against on 0 abstentions.

Councillor Stendall proposed and Councillor Wright seconded that a temporary change of use of residential dwelling to a small home for 1 no. child with 3 no. staff be granted for 2 years, which would allow the operation of the home to be reviewed at a later date.

The motion being put to the vote it was announced that the motion be carried by 7 votes for with 2 votes against and 0 abstentions.

RESOLVED - That the application for the change of use of residential dwelling (Use Class C3) to a small care home for 1 No. child with 3 No. staff (Use Class C2) be granted temporary planning permission for 2 years with other conditions as outlined in the report, so that impact of the permission can be reviewed at a later date.
