Councillor Lohan informed the Committee that he was Ward Councillor for the area application 2021/0186/COU referred to.

Councillor Answer declared an interest in application 2021/0186/COU as his occupation was a Taxi Driver. Councillor Answer left the meeting during discussion of this item.

Councillor Drewett declared an interest in application 2020/0573/FUL as his property backed onto the application site. Councillor Drewett left the meeting during discussion of this item.
 
21/22APPOINTMENT OF VICE-CHAIRMAN OF THE COMMITTEEAPPOINTMENT OF VICE-CHAIRMAN OF THE COMMITTEE

Councillor Sissons proposed and Councillor Wright seconded that Councillor Wetton be nominated as Vice-Chairman of the Committee for 2021/22. There being no further nominations Councillor Wetton was appointed unopposed.
RESOLVED - That Councillor Wetton be appointed Vice-Chairman of the Council for 2021/22.

Following an earlier site visit, the Committee considered a joint report for an application for the removal of Condition 1 on application 85/03323/0311P (change of use from private residence to home for the elderly) and the removal of Condition 1 on application 85/03323/0464/P (extension to form 8 bedrooms for home for the elderly) - to change use to secondary care for people recovering from addiction (C2) at Elizabeth House Home for the Elderly, 2 Church Hill Avenue, Mansfield Woodhouse.

In accordance with the Committee's public speaking procedure, the under mentioned had registered to speak. Aida McManus (Supporter) and Steve Jones (Supporter) were unable to attend in person and their written comments were delivered by the Democratic Services Officer. Councillor J. Coxhead (Ward Councillor) spoke in person.

Councillor Wright proposed and Councillor Saunders seconded that application 2021/0022/VCON be granted planning permission with conditions as detailed in the report and that Condition 3 be amended as follows:
(i) Condition 3: The permission hereby approved, shall ensure only for the benefit of the applicant - Mr. D Rolfe/Steps Together - and the premises shall only be used as a secondary treatment facility for persons suffering from mental health issues, drug and alcohol dependency/addiction and for no other purposes including any uses within Use Class C2 as defined in the Town and Country Planning (Use Classes) Order 1987, and the Town and Country Planning (Use Classes) (Amendment) (England) Regulations 2020. The facility shall only be operated within the parameters defined in the planning statement that accompanied the application and the additional information received from the agent/applicant on 16 March 2021.

The motion being put to the vote it was announced that the motion be carried by 9 votes for with 2 votes against and 0 abstentions.

Councillor Wright proposed and Councillor Saunders seconded that application 2021/0023/VCON be granted planning permission with conditions as detailed in the report and with the following amendment:
(i) Condition 3 be amended to restrict to secondary care centre and made personal to the application.

The motion being put to the vote it was announced that the motion be carried by 9 votes for with 2 votes against and 0 abstentions.
