21/46ACCEPTANCE OF HOMELESSNESS PREVENTION GRANT FUNDING FROM MCHLGACCEPTANCE OF HOMELESSNESS PREVENTION GRANT FUNDING FROM MCHLG

The Housing Operations Manager presented a summary of the report. Mansfield District Council was awarded £310,273 form the Ministry of Housing, Communities and Local Government.
The funding has been ring fenced for homeless prevention and will be used to prioritise homelessness activities in line with the Homelessness Reduction Act.
The Officer was pleased to advise that the Homelessness Advisor had reported that in 2019-2020 that there had been 65% prevention of homelessness had been achieved in Mansfield.
The Portfolio Holder for Corporate and Finance stated that the work was vitally important. Councillor Whitby stated that he was aware that the Officers had worked very hard to achieve this.
The Portfolio Holder for Corporate and Finance stated that he was happy to support the recommendations:

The Portfolio Holder for Corporate & Finance Recommends to Council

(i) That the council accepts the determination grant from MHCLG to be able to prioritise prevention activity and to carry out homelessness activities in line with the principles of the Homelessness Reduction Act in Mansfield.

ii) That the 2021/22 General Fund revenue budgets be amended accordingly.

THE PORTFOLIO HOLDER RECOMMENDS TO COUCIL:

(i) That the council accepts the determination grant from MHCLG to be able to prioritise prevention activity and to carry out homelessness activities in line with the principles of the Homelessness Reduction Act in Mansfield.
(ii) That the 2021/22 General Fund revenue budgets be amended accordingly.
21/47ACCEPTANCE OF WELCOME BACK FUNDACCEPTANCE OF WELCOME BACK FUND

The Town Centre Manager presented a summary of the report. The report was for the approval to accept funding of £97,256 the Officer advised a correction from the report which stated £97,255.
The funding was being offered by the Ministry of Housing, Communities and Local Government to Mansfield District Council as an extension to the Re-opening High Streets Safety Fund which was received last year. This underspend would be rolled over to 2021-22. The Welcome Back Fund would be phase 2 and would be until March 2023.
The aim of the fund was to continue to support the re-opening of the High Street in a Covid Secure manner, to support local businesses, to continue to work with partners Nottinghamshire County Council, Via, Mansfield BID, the Police and Four Seasons.
This funding would also be able to extend to Warsop Parish Centre.
Councillor Whitby stated that it was good to hear that funding would be spent in Mansfield and Warsop. That he was happy to accept the Officer recommendations:

i) Accept the offered funding of £97,256 and enter into a funding agreement with MHCLG.
ii) Ensure appropriate arrangements are in place as per the guidance with all delivery partners.
iii) Roll forward the under spend of £66,941 from the RHSSF to Welcome Back Fund due to non-essential retail, personal care and hospitality being closed during lockdown 2 and 3.
iv) Amend the current budget provision to include the additional grant.
v) Spend and claim the allocated funding in line with the funding agreement criteria.
