21/09APPOINTMENT OF VICE-CHAIRAPPOINTMENT OF VICE-CHAIR

It was proposed by Councillor Coxhead and seconded by Councillor Smart that Councillor Norman be nominated as Vice-Chair of the Committee for 2021/22.

It was proposed by Councillor Walker and seconded by Councillor Drewett that Councillor Smith be nominated as Vice-Chair of the Committee for 2021/22.

The motions being put to the vote it was announced that there were 3 votes for Councillor Norman and 5 votes for Councillor Smith.

Councillor Smith was therefore elected Vice-Chair of the Committee for 2021/22.
RESOLVED - That Councillor Smith be elected as Vice-Chair of the Committee for 2021/22.

21/11LICENSING ACTIVITY UPDATELICENSING ACTIVITY UPDATE

The Licensing Team Leader presented her report providing members of the Committee with an update on key areas of work within the Licensing Team.

The Licensing Team had been working with the trade as various restrictions had been lifted and businesses and hospitality were able to open outdoors from 12 April, 2021. There had been a higher than usual number of noise complaints received resulting from venues using outside spaces for eating, drinking and entertainment.

Taxi and Private Hire were still unable to return to full time work and continued with alternative employment.

The Committee was informed that a licence had been granted for a new betting shop in the Market Place. Members expressed concern that the amount of betting shops, gambling machines and poker games in pubs were unhealthy for people with gambling addictions. The Licensing Team Leader agreed to circulate a document relating to poker games in pubs and re-assured members that Betting Shops had to adhere to a strict Code of Conduct.

Further draft regulations to extend the Fast Track Pavement Licence Scheme under the Business and Planning Act had been published.

On 8 June, 2021 the Alcohol Licensing (Coronavirus) (regulatory Easements) (Amendments) Regulations 2021 were laid in Parliament. The regulations which applied to England and Wales would amend the limit to increase the allowance for temporary event notices from 15 to 20 and increase the maximum number of days on which temporary events may be held from 21 to 26 in the calendar years 2022 and 2023. Members commented on the large increase and asked the Licensing Team Leader to report back to the next meeting with an update on the number of temporary event notices issued.

21/12REVISION OF HACKNEY CARRIAGE AND PRIVATE HIRE LICENSING POLICYREVISION OF HACKNEY CARRIAGE AND PRIVATE HIRE LICENSING POLICY

The Licensing Team Leader presented her report recommending the adoption of a revised Hackney Carriage and Private Hire Licensing Policy.

Licensed drivers and Private Hire Operators would be notified of the proposals and the policy would be made available both in hard copy and on the website. The consultation process would run from 12 July, 2021 to 11 August, 2021 following which a report would be presented to the Licensing Committee for consideration of the responses received, prior to adopting the revised policy.

RESOLVED - To approve the Hackney Carriage and Private Hire Licensing Policy for public consultation, the results of which would be referred to the Committee for consideration prior to adopting the revised policy.
