The Committee considered a reserved matters application following Outline Application 2020/0182/OUT (outline planning application for the development of up to 200 dwellings with all matters reserved with the exception of access) - for 200 dwellings, public open space, landscaping and associated infrastructure following approval of outline planning application 2020/0182/OUT for up to 200 dwellings at Land At Three Thorn Hollow Farm, Blidworth Lane, Rainworth.

The applicant raised the prospect of amending 2 of the plots within the proposed development to improve the relationship with existing neighbouring properties. Officers advised Members that details of any amendments would need to be submitted and neighbours notified of those proposed amendments before a decision could be made on any revised scheme.

The Committee considered a joint application for partial demolition, rebuild, conversion and extension of a Grade ii Listed Mill to create a 70 bed nursing home and the erection of 31 No. private residential dwellings within the curtilage together with associated infrastructure ancillary facilities, access, parking and open spaces together with listed building consent for the partial demolition, rebuild conversion and extension of a grade ii listed Mill to create a 70 bed nursing home at Hermitage Mill, Hermitage Lane, Mansfield.

Since publication of the report a late item had been received from Historic England. Historic England had raised concerns about the plans not being sufficient to show how much of the remaining building would be repaired along with the lack of a structural survey. This information should be provided prior to determination. They advised that any reinstatement work should be based on sound conservation philosophy using appropriate traditional materials. The Planning Officer explained that planning conditions would be sufficient to address the reinstatement of the Mill.

Councillor Shields proposed and Councillor Lohan seconded that Application 2021/0328/FUL be granted planning permission with conditions as detailed in the report.

The motion being put to the vote it was announced that the motion be carried by 9 votes for with 2 votes against and 0 abstentions.

Councillor Wright proposed and Councillor Shields seconded that listed building consent be granted for Application 2021/0329/LBW.
