22/03LICENSING ACTIVITY UPDATELICENSING ACTIVITY UPDATE

The Licensing Manager presented her report providing members of the Committee with an update on key areas of work within the Licensing Team.

The Licensing Team had received larger than usual numbers of applications for new premises, variations to premise licences, transfers of premises and variations of Designated Premises Supervisors. Licensing Officers continued to visit premises that had a new Designated Premises Supervisor to offer advice and ensure compliance.

Members were advised that the Government were seeking to extend licensing hours across England and Wales to mark the Queen's Platinum Jubilee year. This would include a 4 day bank holiday weekend from Thursday 2 June until Sunday 5 June to allow the Nation to celebrate this historic milestone. The Home Office would be launching a public consultation on extending licensing hours for pubs, clubs and bars from 11.00 p.m. to 1.00 a.m. on Thursday 2, Friday 3 and Saturday 4 June.

It was reported that a driver's Hackney Carriage and Private Hire Licence had been revoked with immediate effect on 22 December, 2021 on the grounds of public safety. Three individuals had completed the knowledge test since last committee and there was one new operator.

Following consultation of the Statement of Gambling Policy there had been no comments and the Policy was therefore published on 3 January 2022 and would come into effect from 31 January 2022.

Members were advised that high streets and local businesses were set to benefit from changes to planning rules which would mean markets can be held more often and marquees put up in pub and restaurant gardens without the need for planning permission. This had been announced by the Department of Levelling UP, Housing and Communities.
