22/16MINUTES OF THE LAST MEETINGMINUTES OF THE LAST MEETING

The Minutes were proposed as a true record of the meeting held on 22 March 2022 by Councillor Lohan and were seconded by Councillor Barton.

The Motion was accepted by the Committee.

That the Minutes of the last meeting held on 22 March 2022 were a true record of the meeting.
22/17EVENTS UPDATEEVENTS UPDATE

The Chair advised that the report was taken as read and asked Members if they had any questions related to the Events report.
Councillor Wallace had noted from the report that the bands at Carr Bank were being shared throughout Mansfield, which the Member agreed with, but wanted to know who had made the decision and the reasons for this.
The Marketing and Communications Manager responded that the scheduling of the bands within the parks was under of the remit of the Parks Team. The Marketing and Communications Manager felt that the reason for this was that there was more than one bandstand and this was an effort to encourage people to go to all of them.
Councillor Wallace was aware that other bodies like a Church Group had been using the bandstand last summer and was keen to encourage others to use the facility. The Member queried if there were any other plans in place to get people more involved.
The Marketing and Communications Manager advised that there was a revised Events process. The new process encouraged community groups to book the venues. It was hopeful that through the revised and simplified event booking process this would encourage more community groups to get involved and use the Council’s asset for their own events.
The Officer advised that the Council were promoting culture out in the community by taking out into the community outdoor theatre and culture. The Members were advised that there would be an extended community programme this year from the Cultural Services Team.

The Members were informed that the website had been updated with the new event booking process and booking form.
Councillor Mick Barton noted that there were a lot of one day events on the events programme and queried why the Beach and Fayre in the Town Centre was not on the plan for the summer holidays?
The Officer responded that a Cabinet decision had been made this year to have a change from the Summer Festival Programme. Instead to have a two day event in Titchfield Park and a one day festival in Warsop in an effort to encourage more people to attend. The authority has a large marque that can be used in the parks, in all weathers.
The Officer advised that the Beach was a BID led activity which was supported by the Council.
The Council were in talks with the BID to find out what their plans were for the rest of the year. The Committee were advised that the event programme was a live document that would be added to as confirmed events were notified.

The Officer informed the Committee that there was also within the Event Strategy a promotional strategy which contained how the Town Centre would be promoted.

Councillor Lohan queried if there was anything in place to replace the Garden Festival?

The Officer responded that the Garden Festival and the Tea Dance was a BID led and supported event. These were not currently on the programme.
Councillor Wallace queried what the Celebrations were for the Jubilee as they had been indicated as potential in the report.
The Officer advised that a Family Fun Day Festival had been planned with entertainment performers and it was anticipated that the Cultural Services Team would have some additional events to celebrate the Jubilee.

The Officer advised that there was funding in place for communities to apply for Jubilee Celebration Packs, there were also some business Jubilee packs available.

The Town Centre would be branded ready for the Jubilee from the beginning of May.

Councillor Coxhead advised that as Nottinghamshire County Council had relaxed the fee for road closures, this would encourage lots of individual community groups and organisation to have events.
The Officer agreed that there would be lots of events for people to attend and informed the Members that they were asking groups to submit their events through the website so that they could be promoted.
The Officer advised that the Council had the Safety Advisory Group, Health and Safety and the Licensing Team who were available to provide advice on Street events.

Councillor Lohan queried if there would be an Armed Forces Day.
The Officer advised that there would be an Armed Forces Day on the 3 July 2022. The Committee were advised that this was a joint event with the BID who were the lead on this event. This event would be in a similar format as always.

The Chair asked how the working relationship was with the BID now. It was noted that Mansfield District Council were to spend £178K, £115K from the Budget, £13K from the Welcome Back Fund and 50K from the Towns Fund and queried what the BID contribution would be. The Member had also noted that on several events it was detailed that Mansfield District Council would support the BID and asked what form this support would take.

The Officer responded that the Council provided financial support with some of the bigger events e.g. Armed Forces Day. In the past the Council had contributed to the Christmas Market. Support was also provided in the form of the Town Centre Operation Team. The Marketing and Communications Team also support some of the BID events providing stewarding and direct event support. The supported events were more of a partnership event. These joint events were to encourage more people into the Town Centre, to shop locally and stay for longer to support the local economy.

The Officer advised that meeting had taken place with the new CEO of the BID and there would be a further meeting next week to discuss the upcoming events. The partnership was in a good place. The amount of funding to be provided by the BID had not yet been advised but this would be looked into.
The Committee unanimously accepted the report for noting.

22/18DRAFT WORK PROGRAMME 2022-2023 DRAFT WORK PROGRAMME 2022-2023

The Chair stated that the report and Appendix 1 be taken as read by the Committee. That The Committee had the ability to add additional topics to the Work Programme at any time. The Chair then read out the recommendations:

(i) That the attached Overview and Scrutiny Committee (Place) work programme for 2022/2023 (Appendix 1) be noted.
(ii) Topics received from Members on 23 March 2022 have been included in the Draft Work Programme 2022-2023 at Appendix 1 be noted.
(iii) That further topics be suggested and agreed for inclusion in the work programme that are within the Committee’s remit be noted.

The Committee unanimously accepted the report recommendations for noting.
