The Committee considered an outline application for mixed use development with all matters reserved except for access for up to 850 dwellings, Class E/B8 Business Use, Hotel, Petrol Filling Station, Care Home and neighbourhood retail at land at Pleasley Hill Farm, Water Lane, Pleasley.
Since publication of the agenda a further representation had been received objecting to the proposals, raising concerns regarding the impacts of the proposed development on environmental health, ecology and archaeology. All of these matters were addressed in the Planning Officer's report.
The Planning Officer advised Committee of the following amendments to Conditions within the published report:
Condition 3 (off-site highway improvement plans) verbally updated to include references to 2 additional plans: proposed pedestrian crossing islands on Abbott Road and the proposed crossings at the Ladybrook Road/Brick Kiln Lane Roundabout;
Condition 23 (permitted uses within the local centre) verbally updated to delete reference to a limit on the number of hot food takeaways as such a use would not be permitted by the description of development. Condition 23 also amended to include reference to the prohibition of the sale of comparison goods from the site (i.e. allowing the sale of convenience goods only);
Condition 35 (pedestrian and cycle strategy) verbally updated to include specific reference to the part of the land allocated under policy SUE1 but not included within the application site;
Condition 37 (formation of a private right of access between the application site and the land north of Wharmby Avenue allocated under policy SUE1 but not included within the application site) verbally updated. On the receipt if independent legal advice, the requirements of this condition are to be included as a clause within the Section 106 Agreement and the trigger for the approval of the scheme will be revised to prior to the commencement of any development. On that basis, this condition can be deleted.
Two additional conditions verbally added to the recommendation:
The mix of the open market housing to be required to comply with policy H3 (Housing density and mix); and
Requiring the details of the hours of operation and deliveries to and from all non-residential uses within each phase of the development to be submitted and approved prior to the first occupation of any non-residential uses within that phase.

The Committee considered a retrospective application for change of use from car rental site to drive through hand car wash, including splash screens and associated development at 192 Nottingham Road, Mansfield. The application had been updated from Planning Applications Committee on 6 June, 2022 where it was given approval with conditions.
Since publication of the agenda a consultation response had been received from Nottinghamshire County Council Highways stating that they had no objections.
Councillor Wright proposed and Councillor Clay seconded that the application be granted planning permission with conditions as detailed in the report and that delegated authority be granted to the Head of Planning and Regeneration to issue the decision at the end of the re-consultation period providing that no new material planning considerations are raised.
The motion being put to the vote it was announced that the motion be carried by 7 votes for with 2 votes against and 0 abstentions.
