23/01DECLARATIONS OF INTERESTDECLARATIONS OF INTEREST

The Monitoring Officer advised that Members paying council tax will have a pecuniary interest in the budget resolutions. Normally this would require Members to declare an interest and they would not be allowed to participate in the debate and vote. In accordance with the Code of Conduct for Elected Members, Members may participate in the budget debate and vote if they have declared a pecuniary interest. It will be assumed that each Member has a pecuniary interest in the budget resolutions and this will be recorded. Any Member not paying council tax and not having a pecuniary interest should raise their hand now. As no Members indicated to the contrary all Members will be recorded as having declared a disclosable pecuniary interest in the budget setting resolutions.

It was proposed by Councillor Wright and seconded by Councillor Henshaw that the minutes of the meeting of Council held on 29 November, 2022 be confirmed as a correct record.

On the motion being put to the vote, the Chair announced that the minutes had been approved unanimously.

23/03RECEIPT CORRESPONDENCE BY THE CHAIR OF THE COUNCIL, ELECTED MAYOR, MEMBERS OF THE EXECUTIVE OR CHIEF EXECUTIVERECEIPT CORRESPONDENCE BY THE CHAIR OF THE COUNCIL, ELECTED MAYOR, MEMBERS OF THE EXECUTIVE OR CHIEF EXECUTIVE

The Elected Mayor advised the Council that a letter had been received from Dehenna Davison MP regarding the outcome of the Levelling Up Fund, Round two application. Mansfield District Council had been awarded £20 million. The Mayor gave thanks to the Officers, Mansfield Place Board for their hard work.

23/06MEDIUM TERM FINANCIAL PLAN 2023/24 TO 2025/26MEDIUM TERM FINANCIAL PLAN 2023/24 TO 2025/26

It was proposed by the Portfolio Holder for Corporate and Finance and seconded by the Elected Mayor the recommendations from Cabinet relating to the proposed General Fund and Housing Revenue Account Revenue and Capital budgets for 2023/24 to 2025/26 be approved.

The submitted report contained proposals to deal with the budget deficits for the financial year 2023/24 which delivered balanced budgets for the financial year.

With regard to the General Fund, Council was advised that it was proposed to freeze the Council's element of Council Tax for the year, to assist residents with the cost of living crisis. In, addition, the Government settlement for the authority was more than was expected, which had reduced the reliance on the use of reserves to contribute to the balanced position.

In respect of the Housing Revenue Account, Council was advised that the proposed 7% increase in housing rents, was in accordance with the Government's Guideline Rents.

Several members spoke in favour of the proposal not to raise the Council's element of Council Tax, but objected to the proposed rise in housing rents. In response, the Portfolio Holder for Corporate and Finance, thanked members for their supportive comments in relation to Council Tax and advised members that the 7% proposed increase in rents was in line with Government recommendations and would only affect 25% of Council tenants, as the majority of tenants were in receipt of some type of benefit payment.

On recommendation (v) being put to the vote, the following votes were recorded -

Proposed Fees and Charges

Appendix 10
RESOLVED -

(i) That the General Fund revenue budget for 2023/24 financial year be approved as set out in Appendix 1.

(ii) That the General Fund revenue budget for 2024/25 to 2025/26 financial year be approved in principle, subject to an annual review, as set out in Appendix 1.

(iii) That the Housing Revenue Account (HRA) revenue budget for 2023/24 financial year be approved as set out in Appendix 3.

(iv) That the Housing Revenue Account (HRA) revenue budget for the 2024/25 to 2025/26 financial years be approved in principle, subject to an annual review, as set out in Appendix 3.

(v) That the Mansfield District Council 2023/24 Band D Council Tax be approved at £194.72, which is no increase on 2022/23 Council Tax.

(vi) That the fees and charges for General Fund services be approved for the 2023/24 financial year, as defined in section 3.4.9 and detailed in -

Appendix 9 Fees & Charges
Appendix 10 Planning Application Fees

(vii) That the fees and charges for Housing Revenue Account services be approved for the 2023/24 financial year, as set out in Appendix 9.

(viii) That Council Dwelling rents be increased by 7% for the 2023/24 financial year, in line with Government Guideline Rents.

(ix) That the General Fund Consolidated Capital Programme as summarised in Table 3 and detailed in Appendix 4 be approved.

(x) That the Housing Revenue Account Consolidated Capital Programme as summarised in Table 4 and detailed in Appendix 5 be approved.
23/07MINUTES FROM THE POLLING PLACE REVIEW COMMITTEEMINUTES FROM THE POLLING PLACE REVIEW COMMITTEE

It was proposed by Councillor Wright and seconded by Councillor Burgin, that the recommendation from the Polling Places Committee relating to Carr Bank ward be approved.

In respect of the Carr Bank Manor Wedding Venue, following a visit to the premises and discussions with the premises owner, it was proposed to use the venue, subject to minor alterations including the provision of a ramp, for polling district CBA for the Carr Bank ward. Members were advised that polling district CBB would continue to vote at the River Maun Recreation Centre.
On the motion being put to the vote, the Chair announced that the polling districts approved by Council remain unchanged with the exception that Polling District CBA of the Carr Bank ward be recommended to vote at the Carr Bank Manor Wedding Venue.
